Answer:

Sandman, Paul E. Dangerously (Paul Heyman behind the scenes in December 2000), and referees Jim Molineaux and John Finegan (confirmed with John via Twitter message).

It is unknown if Mikey Whipwreck yet was serving on the ring crew setup/takedown at this first ECW Arena show in May 1993; but he did not appear on camera. He was on the last Arena show in December 2000.
