When and where did Paul E. Dangerously (Paul Heyman) make his debut in front of the crowd in Eastern Championship Wrestling?

Answer:

He interfered in a tag team match between Hot Stuff International (Don Muraco & Eddie Gilbert) to help them defeat Glen Osbourne & JT Smith. Paul hit Osbourne in the head with the telephone in order to help Gilbert get the pin.

This took place at the Cabrini College TV tapings on April 2, 1993. The segment aired on ECW Hardcore TV (episode #5) on May 4, 1993.

He arrives around the 13-minute mark of this video by Chubby Dudley, during his recap of that segment of the TV episode:
