According to IGN.com, the video game website which covered ECW heavily in the promotion’s final years, in what city was the March 11, 2001 Living Dangerously pay per view event supposed to be held?

Answer: Chicago. The article – which originally appeared on the IGN website on January 26, 2001 – reads:

2001 is shaping up to be a very eventful year in the world of Pro Wrestling. ECW is already taking some ¿down time,¿ with their next scheduled show on March 11th in Chicago, the Living Dangerously pay-per-view.

No venue in the Chicago area ever was mentioned. This appears to be the only such mention of any announced city which appeared after ECW’s last show on January 13, 2001.

** Note that other ROH tag team champions were supposedly signed to contracts with ECW to wrestle later in 2001, such as possibly at the 2001 Living Dangerously pay per view event. They are not accounted for in this list as they never wrestled in ECW including, but not limited to, The Backseat Boyz (confirmation here of possibly being in ECW).
